Whats the difference between Version 1.4 and Version 1.5 of 128-EEA3 and 128-EIA3.
It's explained in detail in the design and evaluation report that you can find here: GSM Security Algorithms. Look for "3GPP Confidentiality and Integrity Algorithms 128-EEA3 & 128-EIA3", and Document 4 is the design and evaluation report. Sections 6, 8.1.2 and 8.3.2 are the ones you'll particularly want to look at.

What is the difference between version 1.4 and 1.5 in generating the MAC (128-EIA3) ?
for the padding of 1 bit, where suppose to be padded at the begging of the message or at the end?

The '1' bit is still added to the end of the message, the same as in version 1.4. The difference is in the choice of the 32-bit "mask string" that is XORed onto the Universal Hash Function (UHF) output. In version 1.4, the mask string consisted of the 32 ZUC output bits immediately following the last ZUC output bit used in the UHF computation; this 32-bit string would generally span two ZUC output words. In the new version 1.5, the mask string is always a single ZUC output word (not used in the UHF computation).

All of this is described in section 8.3 of the design and evaluation report.
