Always m-sequence Empty Always m-sequence

SNOW3g use a m-sequence over a finite field of character 2, While ZUC use a m-sequence over a finite field of character 2^31-1. Why did they always use m-sequences?

Because m-sequences provide excellent statistical properties and guaranteed long period, while being very efficient to compute. m-sequences aren't secure on their own but they are very effective as components of stream cipher algorithms.
